IOR: Elizabeth McCaul appointed as new member of the Board of Superintendence
Vatican City, October 21, 2025 – The Istituto per le Opere di Religione (IOR) announces the appointment of Elizabeth McCaul as a new member of the Institute’s Board of Superintendence. Alongside Elizabeth McCaul’s appointment, the Institute announces the completion of Lord Michael Hintze’s term as a member of the Board of Superintendence.
Elizabeth McCaul has built a distinguished career in the financial and institutional sectors, which in 2019 led her to be appointed as a member of the Supervisory Board of the European Central Bank.
Having completed her term within the European supervisory authority, McCaul joins the Institute bringing strong strategic expertise and extensive experience in overseeing the quality and effectiveness of policies related to internal governance and risk management, with a particular focus on digital resilience, in the banking industry.
Prior to the ECB, Elizabeth was with Promontory Financial Group where she served in various roles including as Global Head of Strategy, Chair and CEO of Promontory Europe and Middle East and Partner-in-charge of the New York Office.
Previously, she held the position of Superintendent of Banks and Chairman of the Banking Board for the New York State Banking Department, where she led the organization’s offices in New York, London, and Tokyo. She began her professional career at Goldman Sachs & Co., where she held the position of Vice President. She graduated from Boston University following her studies at the Institute of European Studies in Freiburg and at Georgetown University where she completed programs in the European Common Market and United States Public Affairs respectively.
Lord Hintze joined the board in September 2014 when the process of transformation of IOR begun. His dedication and long-standing experience have been of great value in accompanying the IOR through a period of growth and consolidation, contributing to the professionalization of the Institute. Whether in the build-up of control functions, the development of a sound and transparent investment process grounded in Catholic ethical values, the resolution of the legacy issues and abuses to which the Institute had been exposed prior to 2013, or in his long-standing contribution as Chair of the Board’s Audit and Risk Committee, Lord Hintze has played a truly pivotal role.
Jean-Baptiste de Franssu, President of the Board of Superintendence, commented: “We are immensely grateful to Lord Hintze for his dedication and invaluable contributions to the Institute over the years. He has played a key role in the transformation and growth of the IOR, which today stands as a unique financial institution within the Catholic world. He has been exemplary in his service to the Church, and the Board will greatly miss his insight and commitment. The Board is also pleased to welcome Elizabeth McCaul, whose extensive experience and expertise in the banking and institutional sectors — notably during her tenure at the European Central Bank — represent a valuable addition to the Institute. Her contribution will further strengthen the IOR’s ability to face future challenges with vision and resilience.”
